With the Council Regulation (EC) No 2666/2000 of 5 December 2000, the existing Community assistance (Phare, Obnova) was expanded and redirected to adjust it to the European Union’s political objectives for the Balkans. The new programme CARDS (2000-2006) replaces Phare and Obnova. CARDS’ wider objective is to support the participation of Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the Former Yugoslavia Republic of Macedonia in the Stabilisation and Association Process (SAp). Stabilisation and Association process is the cornerstone of the EU’s policy in the region. It seeks to promote stability within the region whilst also facilitating closer association with the EU. Through the SAp, the EU has created a framework in which a new contractual relationship, the Stabilisation and Association Agreements (SAA) and the CARDS programme help each country to progress at its own pace on the way towards becoming potential candidates for EU membership. CARDS ANNUAL PROGRAMMES: WHO IS DOING WHAT? For each of the Balkan countries, as well as the region as a whole, a Country Strategy Paper (CSP) provides a strategic framework in which EC assistance will be provided in the period 2000-2006. The Country Strategy Papers, (prepared by the European Commission Directorate-General for External Relations), sets out EU co-operation objectives, policy response and priority fields of co-operation based on a thorough assessment of the partner country’s policy agenda and political and economical situation. The multi-annual indicative programme (MIP) attached to the strategy sets out the EU response in more detail, highlighting programme objectives, expected results and conditionality in the priority fields of co-operation for the period 2002-2004. Based on the MIP, the EUROPEAID CO-OPERATION OFFICE Headquarters and Delegations prepare an Annual Programme for each country.
